"Topping-off ceremonies for a new five-story office building on the northeast corner of 4th and Market sts. , Philadelphia , took in a Bicentennial flavor yesterday with the hoisting of a 13-star Flag from the nearby Betsy Ross House by two 'Revolutionary soldiers. ' The soldiers , employed by the construction firm of B . Bornstein & Son , Inc. , are Ezio DelZotto (left) and Steve Robinson . Prime tenant of the building will be the Insurance Co . of North America. "
