"Reading Railroad tracks on Cresson st. , between Grape and Leverington sts . Boys are shown playing marbles near the tracks , one even sitting on a rail . Norristown , Reading and Pottsville express trains , in addition to locals , use the tracks . The section of trackage is included in a $4,500,000 grade-crossing elimination program , which , it is asserted , is being held up by the Art Jury's failure to pass upon plans approved by engineers last August. "
